1. About BloomXpe's Service Model

BloomXpe Services Pvt Ltd ("BloomXpe") operates as a technology enablement platform that provides payment orchestration infrastructure to businesses. Our platform connects merchants with Payment Gateways, Banking Partners, and Financial Institutions through a unified technology layer.

It is important to understand that BloomXpe's role is limited to providing technology infrastructure and does not extend to financial intermediation, fund management, or settlement services.

2. What BloomXpe Is

• A technology infrastructure provider for payment routing and orchestration
• An API-based platform that enables merchants to connect with multiple Payment Gateways
• A technology facilitator for Connected Banking onboarding
• A provider of analytics, monitoring, and reconciliation tools
• A developer of plugins and integrations for e-commerce platforms

3. What BloomXpe Is Not

• BloomXpe is not a Payment Aggregator as defined under RBI guidelines
• BloomXpe is not a Payment Gateway or payment processor
• BloomXpe is not a Bank, NBFC, or Financial Institution
• BloomXpe is not a holder or custodian of merchant funds
• BloomXpe does not operate escrow accounts or settlement accounts
• BloomXpe does not guarantee Payment Gateway or Banking approvals

4. Fund Flow Transparency

All payment transactions processed through BloomXpe's technology platform follow a direct fund flow model:

• Customer payments are received directly by the Payment Gateway or Banking Partner
• Settlement of funds occurs directly from the Payment Gateway or Bank to the Merchant's designated bank account
• BloomXpe does not receive, hold, pool, or route merchant funds at any stage
• BloomXpe's platform fees are charged separately and are independent of transaction settlements

5. Payment Gateway & Banking Relationships

Merchants using BloomXpe's platform enter into independent agreements directly with their chosen Payment Gateways and Banking Partners. These agreements govern:

• Transaction processing terms and conditions
• Settlement schedules, timelines, and methods
• Chargeback handling and dispute resolution
• Compliance requirements and KYC obligations
• Account suspension, freezing, or termination policies

BloomXpe is not a party to these agreements and bears no responsibility for actions taken by Payment Gateways or Banking Partners.

6. Regulatory Compliance Clarification

As a technology service provider, BloomXpe complies with:

• Information Technology Act, 2000 and its amendments
• Digital Personal Data Protection Act, 2023
• Companies Act, 2013
• Goods and Services Tax (GST) regulations

BloomXpe does not require a Payment Aggregator licence from the Reserve Bank of India as it does not aggregate payments, hold funds, or perform settlement functions. BloomXpe's services are limited to technology infrastructure provision.

7. Data Handling

BloomXpe handles merchant business data solely for the purpose of providing its technology services. Key data handling principles include:

• BloomXpe does not store, process, or have access to customer payment card data (PAN, CVV, expiry dates)
• Business data is shared with Payment Gateways and Banking Partners only as necessary for onboarding and transaction routing
• All data handling complies with applicable Indian data protection laws
• Merchants retain ownership of their business and transaction data

8. Merchant Acknowledgment

By using BloomXpe's platform, the Merchant acknowledges and agrees that:

• BloomXpe provides technology services only and is not responsible for fund settlement
• The Merchant's relationship with Payment Gateways and Banks is independent of BloomXpe
• BloomXpe does not guarantee transaction success rates, settlement timelines, or Banking/PG approvals
• All fund-related disputes must be resolved directly with the respective Payment Gateway or Banking Partner
